     First meeting of the Management Reform Implementation Preparatory Office Directors held at the Hokkaido, Shikoku, Kyushu, and Shinkansen General Offices, Metropolitan Area Headquarters, and Osaka, Nagoya, and Sendai Administration Offices, established in February to promote management reform in the regions.

Tokyo District Court ruled in a lawsuit against the National Railway Workers' Union (plaintiff) for "confirmation of the obligation to agree to collective bargaining" on boarding passes that "the authorities have an obligation to agree to collective bargaining" and recognized the authorities' obligation to engage in collective bargaining.

Cabinet approves five major bills related to Japan National Railways reform, including the "Japan National Railways Reform Act.

Emergency board of directors meeting held on the same day as the cabinet approved the bills related to Japan National Railways reform 2/28

     The meeting confirmed that all efforts would be made to achieve reform. At the meeting, the board also approved the partial return of year-end allowances for executive staff.
