     JNR conducts disaster drills at various locations on the assumption that a major earthquake has occurred.

 Kansai Main Line trains resume service between Ogawara and Kamo 9/1

     Train service resumed on the section of the line that was closed due to torrential rains on July 21, and materials for the Fukuchiyama Line were deployed to the bridge that was washed away to facilitate early restoration.

     The government-ruling party's committee to study financial resources for the Shinkansen Line holds a meeting of the director-generals of the Transport Ministry (now the Ministry of Land, Infrastructure, Transport and Tourism), the Finance Ministry (now the Ministry of Finance), and other ministries and agencies on September 1 and approves installation of waiting rooms at Kumamoto and Nishi-Kagoshima (now Kagoshima Chuo) stations on JNR's planned Shinkansen line route from Fukuoka to Kagoshima.

 Japan National Railways Reform Law-related Cabinet Orders Decided 9/1

     The Japanese government, at a meeting of Administrative Vice-Ministers on September 1, passed a Cabinet Order on the passage of eight laws related to Japan National Railways (JNR). The Cabinet meeting on Sept. 1 approved the "Order for Enforcement of the Act on Special Measures for Promotion of Reemployment of Japan National Railways Voluntary Retired Employees and Japan National Railways Liquidation Corporation Employees" and other related cabinet orders, which will be officially approved at the Cabinet meeting on Sept. 2.

  The Special Measures Law Enforcement Order requests 25 government-approved corporations, including the Japan Maritime Disaster Prevention Center, to recruit JNR voluntary retirees.

     Fifteen Japan National Railway Union members assigned to the Human Activity Center in the Niigata Railway Administration Office file a civil lawsuit with the Niigata District Court seeking invalidation of their reassignment and injunction against unfair discrimination.

National Railway union members in Niigata file suit claiming that their reassignment to the Human Resources Utilization Center is "invalid." 9/17 (Newspaper)

     15 members of the Japan National Railway Union (JNR) who were assigned to the Human Resources Utilization Center filed a civil suit against JNR in the Niigata District Court, claiming that the center is an unfair discrimination aimed at destroying JNR and demanding confirmation of the invalidity of the reassignment order and an injunction against unfair discrimination.

    Although a provisional injunction has been applied for at the regional headquarters, this is the first lawsuit filed by union members in Japan.

    According to the Niigata District Headquarters of the Japan National Railway Workers' Union, as of September 1, 284 employees were assigned to 47 locations, 146 of whom are members of the union, officers and activists of the local branches.

     On the morning of 9/24, JNR communication and signaling cables are cut at 24 locations in the Tokyo metropolitan area by a gang of suspected militants, disabling 6 lines and affecting 1.5 million passengers.

 National Railways Reform Bill debated 9/25

     The House of Representatives plenary session begins substantive deliberations on seven bills related to Japan National Railways reform, the main focus of the ongoing extraordinary Diet session.

 The purpose of the bills related to national railway reform is explained and questions are asked at a plenary session of the House of Representatives, and the establishment of the "Special Committee on National Railway Reform" is decided. 9/25

     Prime Minister Nakasone responds, "Reform of the Japanese National Railways is the most important aim of the current administrative reform, and public support for it has been growing steadily. I am determined to see it through to fruition. Prime Minister Nakasone expressed his strong desire to see the reform bills submitted by the government enacted as soon as possible. The decision was then made to establish a "Special Committee on National Railways Reform," and former Transport Minister Kichizo Hosoda was elected chairman of the committee.

     Members of the Allied Workers Unions of Osaka and Tennoji, who were assigned to the Human Resources Utilization Center, filed an application to the Osaka District Court seeking a provisional injunction to suspend the validity of the work order on the grounds that "it is unfair to remove them from their original duties and assign them to the Human Resources Utilization Center, where they are not allowed to do their original duties such as plowing grass.
